Title: Heavy and still move fine

I was playing a hog mystic and it was 100% heavy but could still move (and possibly fight?) with ease.

Movement delays have not been added.  I've been putting it off forever, but it's nearing the top of the list of things to do.

As for combat, I'm fairly sure (without looking at the code) the enc penalties are already implemented for combat (less swings, etc.).

I have noted no difference between heavy and light in combat but I could be wrong.

The main difference is the energy per swing, and enc is definitely included in that.
