Title: Setting Traps

This was mentioned a little bit in the Thieves thread.  But I wanted to resurrect it a bit with a different take.

Yes, a 'set traps' that did damage would be cool.  But,  what if it were just a 'Noisy Trap' that made someone break sneak or % chance of breaking sneak.

This could be useful for setting up an ambush, or in straight up pvp.
