Sounds like the death spell (troll death, 507) textblock (959) isn't being handled properly. It should summon another troll 25%, and do nothing the other 75% of the time.
I wonder if its not sending the message when it actually spawns one...
I'll tell you I haven't seen one spawn again from that at all though. So I don't even think the troll regeneration even works in the first place.
BTW, troll regeneration does work, and it spawns the same message also. So, it looks like it's just an issue that the message is always coming up.
