Quality tag on items

What on earth does the quality tag on items do??  Please be something good....
If we can hit that bulls-eye, the rest of the dominoes will fall like a house of cards.? Check-mate!

It use to work with the ability shatter if I remember correctly..

Yeah it was the counter ability for shatter, you Shatter X could only effect weapons with Qualilty X-1 or less.
