It seems that even tho the statues aren't there, the commands are.
And it creates an instaregen effect just by touching either one of them.
There isn't any type of regen limit on them.

I believe this was fixed with last night's deployment.

It seems to be working correctly.
Though maybe a minor adjustment for when the frozen giant/frozen hydra aren't there.
You put in  the command and it tries to do the command, where it should say your command had no effect.
Just a thought.

The frost giant and hydra are working correctly. Platinum knight is not. You can summon him even with the coffin not in the room. I tried this yesterday.
