Tasloi Chief 'call for aid' not working

It doesn't look like the Tasloi chief ever calls for aid.  On a stock majormud board, he will call in a tasloi warrior every 2 or 3 rounds, but I've killed him twice (each time taking ~15 rounds) and he hasn't done it yet.

TCA says it's not listed in his spell list, and I agree, I can't find it in his spell list on a 1.11p export, or any of the other versions back to 1.11i.

K i'm nuts I guess.  So the only issue here is that tasloi warriors are regenning when they should.
