Evil quest, the third

Got the quest from Balthazar - ok
talk to shifty - nothing but the nonsense.
ask shifty crown - kill kobolds
kill kobold king - get iron crown.
ask shifty crown - talks about kobolds again.
ask nasty travels - kill kobold king.
wait 3 hours, kill kobold king and repeat.
... killing the kobold king isn't giving me the flag?!

My first guess would be because you are neutral.

I don't think so, I have tried numerous combinations of evil and neutral, been evil for talking to balth, talk to shift and then kill kobold, still no love.

You have to have more than 60 eps, and have finished the 2nd evil quest when you kill the kobold king..which is the first step on the 3rd quest.

Yes, I have done 2nd.
I thought the first step is talking to balthazar, then talk to shifty to find out about kobolds, then kill kobold king, then resturn to shifty to get signet.

i made sure that I /gard @criminal before I did all of these and that process worked fine for 1st and 2nd.

I did it again tonight and everything worked this time...

The first flag is the kobold king.  You almost never actually have to talk to your quest leader.
