(test me) Taking spell damage twice

Took me a sec to work out what the hell happened.  I take the damage once during the combat round, then again immediately after before the next round tick.

Timelord moves to attack Ian.
You skewer female soldier for 5 damage!
You skewer female soldier for 9 damage!
Timelord casts fire bolt at you for 15 damage!

Timelord is a healthy, moderately built Grey-Elf Timelord with short black hair
and black eyes. He moves cautiously, and is hostile and rather unappealing.
Timelord appears to be all-knowing and looks fairly knowledgeable. He is
unwounded.

    A well used cartpath winds its way south into the deep forest. Footprints
and wheel tracks line this well used path.  Along the side of the road there
are a few menacing claw marks etched into the powdery earth.  Vibrant
evergreens line the paths edges making travel off the sides of the path quite
difficult.
Obvious exits: north, south
The room is dimly lit
