You are correct.  The reason it was pushed back on the list was because there were other equally or even more exploitable items being addressed or something else that fell into the "we need  this very badly" category.  I'll take the blame for that since it was my decision to push it down on the list.

And then you (not you specifically) would have complained about what ever trumped this particular bug not being fixed.  Time and again I've seen people complain non stop when something was addressed that they did not consider to be of any importance at the moment.  Nobody though the lack of kai-bind was a big deal until last push when we had mystics running all over the realm using dragon form with no penalty for it.  Then it became a bigger deal and people wanted it fixed quick.
