Room Spells Implemented

The spells are getting recast too fast. However I'm going to need to find some way to time them accurately though before I can give you more info...

Other then that it looks like you did a better job then metro putting them in since yours doesn't leave a blank line at the end and actually goes to the next line correctly...

With the rooms I've seen so far that makes noises in the new content, there's a 3% chance every 3 seconds that a room noise will occur.  That works out to once every 100 seconds or so, which I believe the engine is handling correctly.  If it seems they're occuring too frequently, I think it's probably something that needs to be fixed in the content.  I'll double check just to make sure it's not an engine issue anyway.
