No swings with low level bashing

Have a lvl 1 halfogre pally.  stats are at base except health which is at 100.

When I bash with a fine broadsword (or seemingly anything else) I get no swings.  Not 1 in 20 rounds.  I'm aware of the 1 swing not guaranteed every round if slow, but 20 rounds (and more) seems too extreme.

Don't know if that's a bug or just the way it is.

Ok so we're going to move this into the discussion section. 

Personally I've always felt that being able to whip ass at lvl 1 because you're tanked up with DR and bashing with a heavy weapon (with 20 agility) is a bunch of junk.  The system seems much more balanced this way but we're open to discussion on it.

Dude.  1.0 was always suppose to be a mud clone, changes to the system are 1.0+.  In mmud 1 is the minimum swings.
