Heres an Idea..  Make PvP unlimited levels..  But beyond 10 levels..  make make the damage be lessened based on your level difference.     So a really high level would only get glancing blows on a really low level.    You might get a message saying, The gods intervene and lessen your attack.

So a 13 level difference would deal a lot more damage than say a 20 level difference.

Just a thought.
