Simple tweak to fix evil

this is how it worked on stock mmud.  I hand played a roomer to lvl 40+ and it was always a dilemma, set warn off and potentially take EPs and do collateral damage, or set warn on and risk someone walking in and breaking your combat and getting your butt stomped into the ground.

The whole alignment system needs to be overhauled, evils should able to attack anyone.... It's part of being evil, goods should recieve a few benefits from just not attacking anyone but evils and be punished for attacking goods.  Also pledging would be good.
