So just asking, why should an item be unstealable just because it's limited.  If I kill you I can get it, therefore I should be able to rob you of it as well no?

it should be stealable but should you be able to be robbed at the practice dummy in LC which is basically the arena?

Did you guys see if hanging up clears the rob wait time?  Maybe this is why he hangs up so much.
