Two Suggestions

1. Give Bosses a respawn time based on base_regen_time +/- some random number.
2. Remove the spell Sacrifice from the non-pvp realm or change it's attributes to something useful.

1. Thats how MMUD does it.
2. Does sacrifice not work how its suppose to?

But I still think window of time for bosses is a decent suggestion prevents camping...somewhat.

I'm fairly certain MajorMUD spawns bosses the same way. What I think might have you thinking otherwise is that when using @home to see when a monster regens, MegaMud makes a mistake and is sometimes an hour late with the time it actually reports back.

I do like the idea though, this way there is no way to gauge exactly when something will spawn.

MMud doesn't rgen monster exactly when the rgen timer says it will.  For example, the rgen timer on Lord of the hunt is actually 3920 minutes, and not 170 hours.
