Problem with name change command (first name)

This one is a little complicated to explain.

A person has 2 accounts in non pvp.  Gardner and Gardnerr let's say. 
Gardner is offline, Gardnerr is online.  Gardnerr requests Gardner be deleted or renamed, and Gardnerr be renamed to Gardner. 

I do the command to rename Gardner while Gardner is offline and it reports his name was changed. 
I try to rename Gardnerr and it says Gardner is already in use. 
I log Gardner on and his name has not been changed.
I change it again.  It reports name changed and I verify name has been changed.  Log Gardner (renamed) off.
I try to rename Gardnerr to Gardner and it says Gardner is already in use.
I rename Gardnerr to abcdefg then rename abcdefg to Gardner and it works.

Edit:
It should be noted that Gardner (in this example) was a rolled character and had to be recreated when he was logged on.

In this case it would not have worked and you would have rerolled for nothing.
