Remove guard agro for evil chars - pvp realm

Hey guys, do you think it makes sense that there is a large deterrent to being evil early in the game on a PVP realm?

Like seriously, guard's messing u up, throwing u in jail... Khazarad is just a mess...

Why not just remove the town/guard agro for evil? a PVP realm shouldn't PUNISH pvp
